Red light, nothing coming, and you can see a long way in both directions.

Yes, including on the empty ones. That is where the habit is actually built, because the busy junctions were never the ones you were tempted at. It is also the version that is still right when the car you did not see is coming.
Check what each of those costs. Running the red is the thing towns are writing new rules about right now. Going round on the sidewalk is separately against Illinois law for a low-speed e-bike, and it puts you back into the road at a place drivers are not looking. Stop, wait, go on the green.

3Decide

A row of parked cars ahead on your side, and a car somewhere behind you.

Yes, and early is the word doing the work. Moving out well before the first car gives the driver behind time to see it, decide and pass. Moving out beside the first car gives them a rider appearing in their lane.
Both of the others put you somewhere nobody can plan around. The narrow strip is the door zone with traffic on the other side of it, which is the one place on the road with no way out. Weaving through the gaps means vanishing and reappearing, and a driver can only pass safely if they know where you are going to be.

5Decide

You want to turn left at a four-way, and there is traffic behind you.

Yes, and it turns one hard decision into two easy ones. Each half of it is a straight-ahead move on a green, which is a thing every driver around you already understands. It also means you are never stopped in the part of the junction where cars are moving.
Both of those leave you in traffic while you decide. Swinging across without looking puts you in a lane somebody is already using. Waiting in the middle of a junction puts you in the one place with vehicles going past on more than one side, and it is the hardest place to be seen from any of them.

7Decide

You are about to move out around a parked car, with a car somewhere behind you.

Right, and that is the order rather than a preference. The look tells you whether the move is available. The signal tells everybody else you are taking it. Doing them the other way round means announcing a plan you have not checked.
One of those signals without looking and one moves without signalling. A signal is not a force field, and a driver already alongside you cannot make room they do not have. Signalling after you have moved is just narrating something that already happened. Look, signal, then move.

9Decide

Three things at once: a car at a side road ahead, a walker stepping off the kerb behind them, and a friend calling you from a driveway.

Yes, and the reason is what each one can do to you. The car is the only one of the three that can put two tons across your line without warning. Ranking is not about which is closest or loudest. It is about which one is the most expensive if you are wrong about it.
Rank by consequence, not by how much attention it is asking for. The walker and the friend are both things you can deal with a second later. The vehicle at the side road is the one that comes from the category that fills hospital beds, so it gets your eyes and your speed first.
